Thanks to Andy Wright - Arizona State Land Department for his quick respond. You gave me exactly what I was looking for, thanks again. here is my original question

I am using ARC/INFO (AI) ver 7.2.1 & AV 3.1. I have a line coverage, with about 4,000 text in annotation sub-class. when I update and edit the records in text item by editing and saving TAT table in AV. The displayed annotation (in AV or AI) will not be modified to reflect the changes were made in TAT table.
Because of the big number of text, I like to update TAT table in AV. It is nightmare if I update the text individually  by AI.
I like to see the modified text displayed as it is seen in TAT tabl

The answer was this:
Once you have all the text fields calculated in the TAT you should be able to issue the following commands to make the global changes to all the annotation:

select all
calc $text = "text field name in TAT"
