There was an overwhelming response to my question so thanks to all who responded. Most people said I needed the files as mif format and could then use the mif to shape converter in ArcView. This is true but what I really wanted was a way to convert tab to mif myself without the use of MapInfo. Only a couple of people came up with the tab2tab program which I already had but not being familiar with DOS couldn't figure out how to get it to work. So thanks to Pieter Geert van den Beukel for his instructions. Once I got from tab to mif I could then easily bring the line into ArcView.
