I am wondering if it possible to create proportional flow maps in
ArcGIS?

(Peter Halls) It depends a bit on what form of representation you want
and which modules you've got installed.  This has always been possible
in ArcPlot, using a line symbol table comprising varying line widths
and using ArcLines specifying the flow item in the line attribute
table.  I'm not sufficently familiar with ArcMap yet to be sure that
it does not offer an alternative.

(Kevin Bell) Should be possible in the geodatabase with validation
rules, etc.
